Is it in the right way round? Have you got an air lock?

This happens all the time, you've forgotten to fill the filter with fuel to give the system a head start.Pull the air intake off at the manifold end and while an assistant cranks it over, you spray a very small amount of 'easy start'(buy at garage halfords etc) into the intake.Spray small pulses, just enough to make it cough into life and keep pulsing it in until the engine runs without the spray, usually takes between 5 to 10 pulses.Dont spray to much or the compression bang is terrible. When running, run at a fastish idle speed for a min' or so,then gradually let it slow to normal idle speed.Reconnect hose.It should be fine now,but if it does it again you've trapped or pinched the big seal and need to remove and reseat it as air is still being drawn past the seal.
well hard to beleave you might have put it in backwards- however it could happen......have you checked to see if it has any fuel pressure at the rail- if not try bleeding the air at the shrader valve on the fuel rail....you could try springing a lil startin fluid in it to help it-be damned careful with that stuff- you can burn down a car with stuff-
You may have fittted it backwards. There should be an arrow on it showing the direction of flow, sometimes it also takes a lot of turns of the engine to get the fuel into it when the line has been disconnected.
You will probably need to bleed the air out of the fuel system.

Next time you do this job, fill the new fuel filter to the brim with diesel before you fit it and you will probably get away without bleeding.
try filling the filter with fuel before fitting it.
Both plitica and mat R have given thre aswer...
Did you forget to prime the system?
loosen fuel line crank it over til you get fuel to come out
try putting a rope on it and towing it
  • reduce or control it
  • getting yourex girlfriendback
