either the lines are reversed- wrong flow direction or faulty filter. could be the filter is eschew and blocking flow

The fuel filter is big and it may take a minute or two to fill it up and have fuel pressure. Turn on the ignition so that the fuel pump will prime the fuel system than crank the motor. Still nothing. Check the is there any gas in the fuel rail. There is a valve like a tire valve, unscrew the cap and press the stem to release the gas. If no gas shoots out then you double check the install of the new filter.
The install sure be straight forward. There is an arrow to show the direction of flow. If that looks good, then install back the old. If then it starts up then maybe the new filter is defective. It has a built in pressure regulator, that think could be bad.

As some other people said, you need to build pressure in the fuel lines again. Turn the key in the ignition to the the number 2 setting and leave it there about 2 minutes. It should definitely start after that. (as long as it wasn't installed backwards!)
A lot of fuel filters are uni-directional (one-way) and they'll have an arrow indicating direction of flow.
If he installed one of these, did he put it in backwards?
