It depends on the vehicle. Some are very easy to get to ( especially on older, carburated models ) but others are much more difficult. However, any mechanic/shop should be able to do it as it is part of basic maintenance ( so it's a pretty safe assumption that they have done them before on the same model of car that you have ).

You can take it about anywhere to get a filter change i wouldnt reccomend jiffylube bbut anybody that does mechanic work can change one for you
its not a hard job to do!, just get some shadetree mec. to change it for you, give them a few bucks and you and him both will be happy. why spend alot of money for a garage to do it?
i would say almost any garage would do it but best option i would say is either the dealer you got it of or the make garage if you no what i mean
