Fuel filter should be located near the fuel pump located in the engine bay. (at least it is on my chevy). The filter is fairly small, inexpensive; just make sur eyou clamp the line before and after to make sure any residual gas in the line doesn't spill out.

Im not really sure about the plymouth but i believe you can remove the fuel filter with out dropping the tank. One of the symptoms of a clogged filter is reduce Fuel efficiency.
nah its at the end of the fuel tank under the van so it should be easy to get to symptoms could be bad gas mileage, no start due to it being clogged
it should be located right along the frame on the drivers side. symptoms? well it will stall, hard starting, poor pick-up.
no. you would have to do that to change the Fuel Pump which is in the tank of all fuel injected cars. If you have a restricted fuel filter than you won't get sufficent fuel flow and when you try accelerating the car will bog down and/or stall
