Starter fluid is not recommend ed on a modern diesel. Just turn the key on and the electric fuel pump will prime the engine. On older models like Mercedes there is a manual primer that you must hand pump to build pressure and is a pain to do. Best bet would be to check you owners manual or give us more information.
Diesel trucks are the biggest pain to start after changing the fuel filter or running out of gas. There might be a primer bulb somewhere in the engine compartment (check owners manual if you have one). Look inline whith the fuel lines to locate it. Even after you have fuel into the lines and your truck runs, it probably won't run very well. This is normal and it will start running good after a few minutes of running.

First, fill the filter cup and new filter back up with fresh fuel before reinstalling it. That will minimize the amount of air in the fuel system. Then look for a bleed screw that you loosen to let the rest of the air out when you crank the engine. Eventually, fuel should bubble out and you retighten the bleed screw. I also saturate a new engine oil filter with fresh oil and fill it up as much as possible with oil before reinstalling it on the engine. Then the oil will start circulating faster when you crank the engine.
